Warren County Public Access Rules
Kentucky public-record access starts with the custodian that holds the record. For Warren County court records, the custodian is normally the Circuit Court Clerk because that office manages Circuit, Family, and District Court case files. Kentucky Court of Justice states that requests for case-court records begin with the clerk of the court that heard the proceeding. That is true even when the matter is a District Court traffic or misdemeanor case.
The Kentucky Open Records Act, including KRS 61.870 to 61.884, governs public agency records unless a court rule or statute controls a court file more specifically. If a Warren County case appears online but later disappears, the cause may be correction, sealing, expungement, confidentiality, or a system update, not proof that no case ever existed.
